Job Description

  • No of Contractors required: 2 (A total of two (2) 1040 CRNA coverage hours each)

  • Period Of Performance: The period of performance will be a 12 months base from the date of award with 4 consecutive one year options.

  • PERFORMANCE WORK STATEMENT
  • 1. SERVICES 1.1. This is a NON-PERSONAL services requirement for Certified Registered Nurse Anesthetists (CRNAs) services to provide onsite anesthetic patient care at the Michael E. DeBakey VA Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, TX 77030. Contractor’s personnel shall perform on-site nurse anesthesia services for varying periods of time and in various areas of MEDVAMC.

  • 4. SCHEDULING: 4.1. The following entities/positions are authorized by the Contracting Officer to place requests with the contractor for services required under this contract: Anesthesiology Care Line executive or designee, Supervisory Program Analyst, or COR. The VA shall provide Contractor with the names, titles, and telephone numbers of individuals authorized to request staffing. Contractor’s personnel will be scheduled for shifts (Day, Evening, etc.) based on the needs of the MEDVAMC, providing maximum flexibility to the appropriate VA authority in scheduling.

  • TOUR OF DUTY: The contract resulting from this requirement shall provide maximum flexibility to the VA scheduling authority. MEDVAMC provides nurse anesthesia services 24 hours a day, 7 days a week. Scheduling requirements are according to the needs of the department. Contractor’s personnel shall be required to work any regular or irregular tour, with 8 hour, 10 hour and 12 hour tours, or a mixture thereof, typically being the any of the following based on patient care needs:
  • 8 Hour Tour:
  • Day 0645-1515;
  • Evening 1100-1930;
  •  
  • 10 Hour Tour:
  • Day 0645-1715;
  • Evening 1100-2130;
  •  
  • 12 Hour Tour:
  • Day 0645-1915;
  •  
  • The contract nurse anesthetist may be required on any tour to stay extra time according to the schedule and patients’ needs.

  • BASIC QUALIFICATION/KNOWLEDGE SKILLS:
  • Contractor shall ensure that all contract personnel have met the qualifying criteria outlined in this section. Personnel assigned by the contractor to perform the services covered by this contract shall have a current unrestricted license from a State, Territory or Commonwealth of the United States or the District of Columbia with related work experience within last 12 months with no employment gaps exceeding four months. Minimum two (2) years’ experience as a CRNA.

  • 6.1.1. The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rd Floor, New York, New York 10006. Additional information may be obtained from the NLNAC website; or
  • 6.1.2. The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN). The CCNE accredits bachelor’s and master’s degree programs and is located at One Dupont Circle, N.W., Suite 530, Washington, DC 20036. Additional information may be obtained from the CCNE website.
  • 6.1.3. In cases of graduates of foreign schools of professional nursing, possession of a current, full and unrestricted registration (see basic requirement in subparagraph c below) and the possession of a Certificate from the Commission on Graduates of Foreign Nursing Schools (CGFNS) will meet the requirement of graduation from an approved school of professional nursing.

  • 6.2. Graduate of an accredited nurse anesthesia educational program approved by the American Association of Nurse Anesthetists (AANA) at the time the program was completed by the applicant. The AANA has compiled current listings of approved training institutions, which are published annually in the December issue of the American Association of Nurse Anesthetists Journal. The American Hospital Association in their “Guide to the Health Care Field” also publishes listings of approved training institutions annually in August.
  • 6.3. Current, full active and unrestricted licensure as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia.The nurse anesthetist must maintain a current, full, active and unrestricted registration to continue employment with VA.
  • 6.4. Certification: On and after May 4, 1993, certification by the Council of Certification of Nurse Anesthetists is a requirement for employment. This requirement does not apply to non-certified nurse anesthetists employed by VA as a nurse anesthetist prior to May 4, 1993 and continuously thereafter. Any nurse anesthetist, who leaves VA employment or vacates the nurse anesthetist occupation for another VA position, must meet the current requirement of certification for reappointment as a nurse anesthetist. The CCNA and the Council on Recertification of Nurse Anesthetists have designated the AANA’s web site as a display agent for their information. (2) Nurse Anesthetists will maintain recertification by meeting the Council on Recertification of Nurse Anesthetist’s requirements as a condition of employment.
  • 6.5. Nurse Anesthetists will maintain recertification by meeting the Council on Recertification of Nurse Anesthetist’s requirements as a condition of employment.
  • 6.6. Proficiency in spoken and written English. The qualifications of such personnel shall also be subject to review/approval by the VA COS or designee.
  • 6.7. Individuals will be required to provide and maintain current license, applicable certifications, proof of a negative TB test within the past 12 months, current flu and COVID vaccination or valid exemption, pre-employment drug screening, and BLS certification and ACLS Certification. Contractor will provide proof of updated licenses and certifications to the COR or designated individual prior to being scheduled for MEDVAMC required training. Contractor will also provide proof of updated licenses and certifications to the COR or designated individual as they expire. Contractor will be responsible for completing initial competency evaluations based on VA-provided competency list and will provide completed assessment to COR. Individuals must meet physical requirements to perform a full range of duties without physical restrictions. Personnel must also have a working knowledge and basic skills in the use of personal computers (PC). Contract personnel are required to be credentialed through VetPro.
  • 6.8. Evidence of completion of required licensure, credentials, required training, current competencies and initiation of background investigations must be validated for all contractor personnel referred to perform services under this contract prior to providing direct patient care.
  • 6.9. Ultimately, the decision to accept or reject contract staff rests with the VA. Contractor shall not have any personnel report to duty until written notification is received from the Contracting Officer advising that the candidate(s) presented has met all requirements for contract performance.

  • 7. SPECIFIC QUALIFICATIONS/KNOWLEDGE/SKILLS: This contract requires the services of the nurse anesthetist in various areas of MEDVAMC. The experience required should be within last 12 months with no gaps in employment more than four (4) months. Minimum Two years’ (2) experience as a CRNA
  • Current ACLS Certification 8.1.2. Current BLS Certification Note: Contract nurse anesthetist(s) performing services on this contract may not provide nurse anesthetist services at other health care systems/medical centers located within the Houston, Texas area concurrently while providing services at MEDVAMC unless getting approval/authorization by designated VA personnel to do so.

  • 9. *MEDVAMC WILL REIMBURSE THE CONTRACTOR FOR THE SERVICE BASIC ORIENTATION CLASSES ONLY AT THE RATES SPECIFIED IN THE PURSUANT CONTRACT PAYMENT WILL BE MADE ONLY AFTER PERSONNEL HAVE COMPLETED A MINIMUM OF TWO (2) SHIFTS OF SERVICE AT MEDVAMC. IF THE CONTRACT EMPLOYEE FAILS TO ATTEND A SCHEDULED TRAINING CLASS WITHOUT PRIOR WRITTEN APPROVAL FROM THE COR OR HOUSE SUPERVISOR THIS WILL REFLECT ON CONTRACTORS PAST PERFORMANCE. FAILURE TO ATTEND A CLASS DUE TO ILLNESS WILL BE EXCUSED ONLY IF CONTRACTOR PROVIDES TELEPHONIC NOTICE TO COR OR HOUSE SUPERVISOR 2 HOURS PRIOR TO CLASS SCHEDULED START TIME. THIS CONTRACT SHALL PROVIDE MAXIMUM FLEXIBILITY TO THE VA AUTHORITY IN SCHEDULING.
  • 9.1. All personnel performing services must complete orientation prior to beginning work on contract shifts:
  • 9.2. 8 hours of computer-based pre-orientation work (off-site by contract nurse anesthesia staff)
  • 9.3. 3 day new employee orientation (on-site at MEDVAMC)
  • 9.4. 1 day competency Assessment (on-site at MEDVAMC) **Competency Assessment will be pass/fail. Contract Staff must pass the assessment in order to begin working on the units
  • 9.5. Former MEDVAMC employees who have separated from the facility within the previous 6 months will not be required to complete the orientation process prior to being eligible for scheduled shifts.

  • 11. TERM OF THE CONTRACT: Contractor POC must provide qualified candidate names for each position requested within 2 weeks of being awarded the contract, and with successful fulfillment of staff (2 CRNAs) ready for credentialing in a period not to exceed four (4) weeks from being awarded the contract.
  • A total of two (2) 1040 CRNA coverage hours each. The performance period will be for 52 weeks from start of work. All hours may be utilized earlier than 52 weeks by any period depending on the needs of the department.

  • 12. FEDERAL HOLIDAYS: The ten (10) holidays observed by the Federal Government are: • New Year’s Day, • Martin Luther King Jr.’s Birthday, • President’s Day, • Memorial Day, • Juneteenth, • Independence Day, • Labor Day, • Columbus Day, • Veterans Day, • Thanksgiving Day, • Christmas Day, and any other day designated by the President as a National Holiday. An administrative closure of Federal offices by Executive Order is not a Federal holiday for the purpose of holiday pay. Contractor will receive holiday pay for work performed only on the official holiday as designated by the Office of Personnel Management (OPM).
